Negotiations on the sale of products from cloned animals in the European Union have broken down and running out of time.
The deadlock means that the rules in 1997 remain in force. They say that although authorization is required to market food from clones, the use of their offspring and nano-materials in food will - remain unregulated which means that the meat of the offspring of cloned animals in the sale cannot be marked.
The European Parliament had sought a ban on meat and derivative products from the offspring of cloned animals as well as clones. The European Union (EU) Council, representing EU Member States and the European Commission insisted on the ban, limit the clones themselves.
Meeting in Brussels ended three years of talks in error on Tuesday after a whole night, with each page of the other fault.
First, a compromise on labelling seemed reachable. The Council offered an eight points package, including identification and meat from cloned cattle in the next six months and labelling for all other food from clones descendants in two years, when a feasibility study conducted was positive by the Commission. It offered to prepare also separate legislation on cloning by 2013.
But, that Parliament did not satisfy. "An obligation to mark all food from cloned offspring is a minimum," said delegation Chair Gianni Pittella Italy and novel foods rapporteur Kartika Liotard of the Netherlands in a joint statement.
"It is very frustrating that Council not for the public opinion would listen and support urgent measures for the protection of consumers and animal welfare interests required", she said. "Measures to clone are absolutely critical, offspring because only for breeding, not directly on the food production are economically viable." "No farmer would € 100,000 [US$ 140,000] on a cloned Bull, only to spend this hamburger."
A Eurobarometer survey 2008 25,000 citizens found that 58% of respondents as cloning for food "unjustified". 83% believed that the food from clones should be labeled if put on sale and 63% said it was "unlikely" they would buy such food.
Although the Commission between Council and Parliament to convey, Liotard claimed that it took the Council page on many issues, including the warning that the Parliament's position to trigger a trade war could.
The Council the Parliament the blame for the talks fail. In a statement it said that it "" exhausted every possibility of a solution for food from cloned animals had to reach and condemned "The European Parliament inability to compromise on its demand for mandatory labelling for food from the offspring of cloned animals", regardless of the technical and practical effects.

Members of the European Parliament dismissed the Commission's argument that the offspring of clones from traditionally bred animals are scientifically not to distinguish. As by documentation along the supply chain can be traced illegally harvested timber, they see no reason why food lineage a clone may not be treated. "It is a question of political will," said Liotard nature.
Last year, the European food safety authority said that not enough had carried out studies to assess the risks of the food of the clones. It came to the conclusion that, although many cloned animals have serious health problems, it gezüchtete no signs of any differences between the meat and milk from clones and their offspring and products from conventional animals.
